I live in Tennessee and just put up a 10 X 12 (VENTED), Wood Storage building. I am considering storing my 2 gallon plastic can of lawnmower gas along with the mower. Considering Summer heat in Tennessee, is this safe or is it a Fire Hazard?

I wouldn’t store it for any length of time in a plastic container. The heat could cause the vapors to expand and split it along the seams (that almost happened to me), releasing flammable fumes into the area, where a spark could ignite them. Use a metal can.

Yes, if you are building it on the school grounds – there has to be a document of liability in case you hurt anybody or harm the school grounds. Now, if you build it some other place and then transport it to the school, nah, you don’t need the building permit.
