I’m installing exterior patio blinds on an apartment balcony to help keep the heat at bay (in Phoenix). The building surface that I’m trying to hang the blinds on is stucco with what seems like concrete underneath it. Drilling a hole and trying to screw in hooks is not working. What kind of screws should I use for installation? Will self-tapping masonry screws work on this surface?

Use either plastic or lead anchors. You drill a hole the diameter recommended on the anchor package. Will need a masonary drill bit. Insert the anchor, tap it in with a hammer. Should fit snug.
Then use a galvanized or stainless screw to attach the fixture to the wall.
What happens is the anchor expands as you install the screw making a tight, secure fit.
